You may have difficulty finding a suitable machine at that price point. As far as I know supreme commander is quite processor intensive so a core 2 quad may be advisable. Now for the hard part you are going to need some beefy gpu to run either with any fluidity.
Your asking in pounds so I presume you are in the uk.
This is about a 100 pounds more than you were aiming at but may make them playable at lowish settings.

This has a core i5, dual core with four threads but is a good deal better than it’s core 2 predeccessor. Also has an nvidia gt420 gpu.
But as I said the big stumbling block is going to be the gpu, you can use this site to compare mobile gpus, and cpus, it’s a fabulous little resource if your looking to check the performance on laptops. -

An alternative route is to buy second hand, you can sometimes get a huge bargain, may be more what your looking for.

Ps: you could wait for sandy bridge laptops but the integrated graphics on sandybridge will not be sufficient and the laptop will still require a discrete gpu pushing the price up, newer chip etc etc.
